Water damage or moisture damage rarely appears out of nowhere. First comes a small sign: a smell in the stairwell, a water stain on the ceiling, an unusual noise in the pipes or a bathroom that no longer dries the way it used to. Very often a resident is the first to notice. What matters then is whether they report it, and whether the housing company records the observation and deals with it in time.

## Residents see the building every day

The maintenance company visits the property as agreed and the board meets a few times a year, but residents move around the building every day. That is why they often notice changes months before anyone else. Typical early warning signs include:

- a stuffy, earthy or sewer-like smell in the basement, stairwell or an apartment
- a new damp patch, blistering paint or a darkening grout line
- a crack in a wall or ceiling
- weaker ventilation or windows that keep misting up on the inside
- unusual noises in the pipes or ventilation, or changes in water pressure
- a floor that feels colder or damper than usual
- a wet room that takes longer to dry than before
- a door or window that stops opening or closing properly.

A single observation does not yet mean there is damage, but it is a reason to take a closer look.

## A small leak can continue for a long time

A small leak inside a structure can go on for weeks or months, and all the while the moisture spreads. The result can be microbial growth, material damage and indoor air problems. The later a leak is found, the more of the structure usually has to be opened up.

A typical chain of events goes like this: a resident mentions that the bathroom smells odd, the matter is logged as non-urgent and nobody follows it up. Months later it turns out that the waterproofing has failed and several apartments need repairs. What follows is disruption for residents, possibly disagreement over responsibilities and insurance cover, and pressure to raise the maintenance charge.

## Why observations go unhandled

The cause is rarely one big mistake. Most often the resident does not know whether the matter is important, who to tell or how quickly. On the housing company’s side, observations are not recorded anywhere, nobody knows whose job it is to investigate, information is lost when the board, property manager or maintenance company changes, or the problem is played down. A delay almost always ends up costing more than a quick check.

## The shareholder’s duty to report

Under chapter 4, section 8 of the Limited Liability Housing Companies Act (asunto-osakeyhtiölaki), a shareholder must notify the company without delay of any defect or deficiency in their apartment that the company is responsible for repairing, such as faults in the structures, pipework and other building systems. Following the amendment that took effect on 1 October 2026, the duty also covers company spaces and areas that the shareholder uses where the right of possession is not based on the articles of association or a lease, such as the yard area in front of the apartment or a storage space made available to the shareholder. The person reporting does not need to know the cause: it is enough to say clearly what they noticed, where and when.

Delaying a report can affect who is liable if the damage has time to spread. Tenants should report their observations to their landlord and, if necessary, directly to the property manager or maintenance company. What a good report contains is explained in the article [reporting a fault in a housing company](https://huoneistokierros.fi/en/knowledge-base/fixing-faults-symptom-or-cause/).

## Guidance for residents

The board should give residents brief guidance, for example on the stairwell noticeboard and in a newsletter, on:

- which kinds of observations are worth reporting, even if they seem minor
- who to report to and how
- what to include in the report (location, time, a photo)
- what to do in urgent situations, such as a water leak.

The guidance should go to both owner-occupiers and tenants. A tenant may assume that the owner will deal with the matter, while the owner may not know about it at all.

## How the board handles observations

By law, the board is responsible for ensuring that the property is properly maintained, and handling residents’ observations systematically is an inexpensive way to do that. A workable model is simple:

1. Residents have one clear reporting channel, such as the maintenance company’s fault report form.
2. Every observation is recorded with a date and photos in the maintenance log (huoltokirja) or another shared system.
3. Reports about moisture and leaks are checked promptly.
4. Repeated observations about the same spot are brought to the board.
5. The matter is seen through to the end and the person who reported it is told what was done.

Good documentation also helps later if the cause of damage, the division of responsibilities or an insurance claim has to be investigated. Read more about [the maintenance log as the housing company’s memory](https://huoneistokierros.fi/en/knowledge-base/maintenance-log/).

## What residents cannot see

Residents cannot spot everything, however. Apartments contain many structures and fittings that the company is responsible for and that are hard to assess yourself, such as floor drains, pipe supports and smoke alarms. That is why residents’ reports should be complemented by a regular inspection in which a professional goes through the apartments systematically.
